Public Facilities and Services Element, and Chapter V <br />Glossary; Adopting a Severability Clause; and Providing an Effective Date <br /> and <br />An Ordinance Amending the Eugene-Springfield Metropolitan Area Public Facilities and <br />Services Plan (PFSP) by Adding New Tables and Maps Identifying Wastewater <br />Treatment Facilities and Conveyance Systems in Chapter II; Amending Chapter IV <br />Wastewater System Condition Assessment and Adopting Table 16a; Adding a New <br />Chapter VI Amendment to the PFSP; Adopting a Severability Clause; and Providing an <br />Effective Date <br /> (Metropolitan Wastewater Management Commission, File MA 04-01) <br /> <br />Meeting Date: July 26, 2004 Agenda Item Number: 4 <br />Department: Planning and Development Staff Contact: Kurt Yeiter <br />www. cl. euget~e, or. us Contact Telephone Number: 682-8379 <br /> <br />AGENDA ITEM SUMMARY <br />The Metropolitan Wastewater Management Commission (MWMC) requests amendments to the Eugene- <br />Springfield Metropolitan Area General Plan (Metro Plan) and Public Facilities Services Plan (PFSP) so <br />that policies will be consistent with its plans for future service improvements. <br /> <br />A more detailed explanation of the proposed amendments and issues raised during the public hearings is <br />provided in the attached memorandum. The attached ordinance has been amended slightly from <br />previous versions based on the recommendations of legal counsel from Eugene, Springfield, and Lane <br />County to provide better clarity. <br /> <br />BACKGROUND <br />MWMC provides for all operations, maintenance, administration, and capital project management for <br />the Eugene/Springfield Water Pollution Control Facility, Biosolids Management Facility, Biocycle <br />Farm, Seasonal Industrial Waste Facility, and the regional wastewater pump stations. These proposed <br />land use actions are but one of several separate actions the MWMC is taking to update its services. <br /> <br />Council Action History <br />MWMC was formed by intergovernmental agreement in 1977 to provide wastewater collection and <br />treatment services for the Eugene-Springfield metropolitan area. The City Council annually reviews the <br />MWMC budget and capital improvement plan, most recently at its May 24 and June 14, 2004, meetings. <br />Councilor Poling is Eugene's elected official representative to the MWMC. <br /> <br /> L:\CMO\2004 Council Agendas\M040726\S0407264.doc <br /> <br /> <br />
