Statewide Planning Goal 11 requires that, "To meet current and long-range needs, <br /> a provision for solid waste disposal sites, including sites for inert waste, shall be <br /> included in each plan." <br /> <br />Policies <br /> <br />G.245 The Lane County Solid Waste Management Plan, as updated, shall serve as the <br /> guide for the location of solid waste sites, including sites for inert waste, to serve <br /> the metropolitan area. Industries that make significant use of the resources <br /> recovered from the Glenwood solid waste transfer facility should be encouraged <br /> to locate in that vicinity.. <br /> <br />Services to Areas Outside the Urban Growth Boundary <br /> <br />Findings <br /> <br />3t-3. Providing key urban services, such as water, to areas outside the urban growth <br /> boundary increases pressure for urban development in rural areas. This can <br /> encourage premature development outside the urban growth boundary at rural <br /> densities, increasing the cost of public facilities and services to all users of the <br /> systems. <br /> <br />334. Land application ofbiosolids, treated wastewater, or cannery waste on <br /> agricultural sites outside the urban growth boundary for beneficial reuse of treated <br /> wastewater byproducts generated within the urban growth boundary is more <br /> efficient and environmentally beneficial than land filling or other means of <br /> disposal. <br /> <br />335.
