11. Springfield and Eugene rely on a combination of regional and local services for <br /> the provision of wastewater services. Within each City, the local jurisdiction <br /> provides collection of wastewater through a system of sanitary sewers and <br /> pumping systems. These collection facilities connect to a regional system of <br /> similar sewer collection facilities owned and operated by the Metropolitan <br /> Wastewater Management Commission ("MWMC'), an entity formed under an <br /> intergovernmental agreement created pursuant to ORS 190. Together, these <br /> collection facilities (which exclude private laterals which convey wastewater from <br /> individual residential or commercial/industrial connections) constitute the primary <br /> collection system. <br /> <br />12. The primary collection system conveys wastewater to a treatment facilities system <br /> owned and operated by MWMC. This system consists of an interconnected Water <br /> Pollution Control Facility ("WPCF"), a biosolids facility, and a beneficial reuse <br /> facility. <br /> <br />Policies <br /> <br />G.9 Wastewater conveyance and treatment shall be provided to meet the needs of <br /> projected growth inside the UGB that are capable of complying with regulatory <br /> requirements governing beneficial reuse or discharge of effluent and beneficial <br /> reuse or disposal of residuals. <br /> <br />SUBSEQUENT FINDINGS AND POLICIES SHALL BE RENUMBERED <br />ACCORDINGLY WITHIN THIS CHAPTER <br /> <br />Chapter V Glossary <br /> <br />37. Public facility projects: Public facility project lists and maps adopted as part of <br /> the Metro Plan are defined as follows: <br /> <br /> a. Water: Source, reservoirs, pump stations, and primary distribution <br /> systems. Primary distribution systems are transmission lines 12 inches or <br /> larger for Springfield Utility Board (SUB) and 24 inches or larger for <br /> Eugene Water & Electric Board (EWEB). <br /> <br /> b.
