Goals <br /> <br />1. Provide and maintain public facilities and services in an efficient and <br /> environmentally responsible manner. <br /> <br />2. Provide public facilities and services in a manner that encourages orderly and <br /> sequential growth. <br /> <br />Findings and Policies <br /> <br />Services to Development Within the Urban Growth Boundary: Planning and <br />Coordination <br /> <br />Findings <br /> <br />1. Urban expansion within the urban growth boundary is accomplished through in- <br /> fill, redevelopment, and annexation of territory which can be served with a <br /> minimum level of key urban services and facilities. This permits new <br /> development to use existing facilities and services, or those which can be easily <br /> extended, minimizing the public cost of extending urban facilities and services. <br /> <br />2. In accordance with Statewide Planning Goal 11 and OAR 660, the Public <br /> Facilities and Services Plan identifies jurisdictional responsibility for the <br /> provision of water, wastewater and stormwater, describes respective service areas <br /> and existing and planned water, wastewater, and stormwater facilities, and <br /> contains planned facilities maps for these services. Electric system information <br /> and improvements are included in the Public Facilities and Services Plan, <br /> although not required by state law. Local facility master plans and refinement <br /> plans provide more specific project information. <br /> <br />3. Urban services within the metropolitan urban growth boundary are provided by <br /> the City of Eugene, the City of Springfield, Lane County, EWEB, SUB, the <br /> MWMC, electric cooperatives, and special service districts. <br /> <br />4. The Public Facilities and Services Plan finds that almost all areas within the city <br /> limits of Eugene and Springfield are served or can be served in the short-term (0-5 <br /> years) with water, wastewater, stormwater, and electric service. Exceptions to <br /> this are stormwater service to portions of the Willow Creek area and southeast <br /> Springfield and full water service at some higher elevations in Eugene's South <br /> Hills. Service to these areas will be available in the long-term. Service to all <br /> areas within city limits are either in a capital improvement plan or can be <br /> extended with development. <br /> <br />5. With the improvements specified in the Public Facilities and Services Plan <br /> project lists, all urbanizable areas within the Eugene-Springfield urban growth <br /> <br /> Appendix Aa Page 3 <br /> <br /> <br />
