CE–ICAP* ITY OF UGENE NTERNAL LIMATE CTION LAN Timeframes in this report are represented by the year in which the Action is fully implemented and actively reducing emissions. iv.Actions taken Prior to 2005 The City of Eugene has been actively taking steps to reduce energy use, cost and emissions for nearly two decades. There are two categories of such “historical” actions outlined below. Actions implemented between 1990 and 2000, the baseline for the internal inventory, are shown in figure 9 below. Though that period shows growth in emissions, the impact of these efforts should not be underestimated. These are the projects and programs that helped to slow the growth in our operational emissions and set the stage for the decreases that occurred between 2000 and 2005. It’s important that these projects and programs be kept in place as we pursue greater reductions in emissions.
