CHAPTER 4 <br />ALTERNATIVE PLAN CONCEPTS <br />Alternative 1 may introduce structures that present line-of-site issues to the ATCT, as it is expected to <br />introduce new structures into areas currently used for aircraft taxi and require the realignment of <br />established aircraft taxi-routes. This may require additional taxi pavement, and may complicate an <br />already complex set of intersections of taxiways and taxilanes with the terminal ramp. Such complication <br />could lead to aircraft congestion and pilot confusion in traveling between the runways and terminal area. <br />This supports Alternative 2 as the preferred alternative. <br />Alternative 2 would make use of existing Concourse B which is generally underutilized. Improvements <br />would likely include renovation of this concourse to better accommodate passenger holding and boarding. <br />Expansion of Concourse B would extend into the areas currently used for ground vehicle circulation. <br />However, as ARFF operations are relocated out of this area and the passenger terminal building expands <br />to the southwest, current ground vehicle routes are expected to be modified, so that an expanded <br />Concourse B would not interfere with ground vehicle circulation. <br />Alternative 2 introduces a new concourse, providing an opportunity to distribute passengers over <br />additional area, instead of consolidating passengers in one concourse. This also provides more <br />opportunity for additional businesses to develop and serve passengers. This supports Alternative 2 as <br />the preferred alternative. <br />Alternative 2 requires significant relocation of existing facilities in the North Ramp terminal area. This <br />would likely include the old ATCT and office building, airport landscaping building, and parking for airport <br />administration and terminal employees. The old ATCT and office building and airport landscaping <br />building have been identified as having fulfilled their useful and economic lives and this area has been <br />targeted for redevelopment with higher and better uses. Other improvements include the relocation of <br />airport administration to the terminal building, making this area also available for redevelopment. <br />Relocation of airport administration to the terminal would also likely include a new automobile parking lot <br />for airport staff. With these North Ramp facilities and services each located to a new home, expansion of <br />the terminal building to this area is a compatible and high-value use of this site. This supports Alternative <br />2 as the preferred alternative. <br />Third Alternative <br />A third option is to add space to the northwest, southwest, and northeast sides of the terminal to increase <br />gates, although this option is still expected to impact existing aircraft parking, taxi-routes, and ground <br />vehicle circulation routes. Such an option is not expected to lessen construction nor ease facility <br />implementation, both of which would be desired of any terminal improvement. <br />Wetland Impact <br />No wetlands are expected to be affected by either alternative, although a wetland jurisdictional study <br />would be required to confirm. <br />4-16 <br />Eugene Airport Master Plan Update <br />(February 2010) <br /> <br />
