CHAPTER 4 <br />ALTERNATIVE PLAN CONCEPTS <br />The activity and ground movement associated with aircraft washing (as the wash rack is introduced) is <br />expected to be more frequent and more common than that associated with deicing, and the new facility is <br />expected to be used more for washing than for deicing. For non-commercial and non-passenger aircraft <br />to access the northwest site wash rack requires use of the terminal area taxiways, taxilanes, and ramp to <br />travel through the main passenger terminal area. This is an opportunity to disrupt the flow of passenger <br />aircraft and ground support. Accessing the wash rack on the south ramp would likely require less <br />interference with the main passenger terminal activities. This supports Alternative 2 as the preferred <br />alternative. <br />Wetland Impact <br />Neither alternative would have a significant affect on wetlands, although a wetland determination would <br />need to be made for either site. <br />5. Automobile Parking and Circulation <br />5.1 Automobile Parking and Circulation <br />Exhibit 4-14 <br /> (see ) <br />As passenger enplanements and aircraft operations at EUG are expected to increase, so is the <br />automobile parking. A single, logical development scenario for expansion of the main passenger terminal <br />automobile parking is presented. This is a refinement of previous plans to expand public and rental car <br />auto parking. <br />Needs <br />Chapter 3 identified the following needs: increase public automobile parking stalls from 1,276 to 2,310 <br />(additional 1,034 stalls); increase rental car ready/return parking stalls from 144 to 245 (additional 101 <br />stalls), and; increase rental car service/storage stalls from 116 to 280 (additional 164 stalls). An increase <br />is also expected to be needed for the overflow lot, from 585 to 872 (additional 287 stalls). <br />Main Lot <br />The main lot currently houses 237 short-term stalls, 1,039 long-term stalls, and 144 rental car <br />ready/return stalls, totaling 1,420 stalls. This needs to be increased to 2,310 public stalls and 245 rental <br />car stalls, totaling 2,555 stalls. The existing 1,420 stalls cover approximately 513,000 square feet. This is <br />a rate of approximately 360 square feet per stall (and approximately 120 stalls per acre). At this rate, an <br />increase of 1,135 stalls would require an additional 410,000 square feet. This area should be added <br />contiguous to the existing lot, and not as part of a new separate lot. <br />Regarding distribution of public stalls between short-term and long term, approximately 18% of the <br />existing public stalls are short-term. As additional stalls are added, this percent should be adjusted <br />downward based on lot occupancy, and on observations by and preferences of airport management to <br />benefit customer service and passenger convenience. <br />4-36 <br />Eugene Airport Master Plan Update <br />(February 2010) <br /> <br />
