7 <br />7 <br /> <br /> <br />ݸ¿°¬»® <br />Airport Layout Plan <br />This Master Plan Update includes revisions to the Eugene Airport ALP to reflect existing conditions and <br />proposed improvements. This chapter describes the content of each sheet in the revised ALP. <br />An airport layout plan (ALP) is a set of drawings that graphically depict existing airport facilities and <br />proposed improvements. An ALP has five primary functions. <br />1) A current, FAA-approved ALP is required to receive federal Airport Improvement Program (AIP) <br />funding for proposed improvements. <br />2) An ALP is a blueprint for improvements that maintain airport design standards and safety <br />requirements, and that are consistent with local land use plans. <br />3) An ALP is a useful reference in community deliberations regarding land use proposals, local <br />government budgeting, and other planning-related issues. <br />4) An ALP enables an airport sponsor and FAA to plan for budgeting, procedural, and airspace <br />implications of proposed improvements. <br />5) An ALP is a working tool for airport development and maintenance staff. <br />An ALP remains current for a five-year period or longer, unless major changes at the airport are made or <br />planned. The minimum elements and required content for an ALP are defined in FAA Advisory Circular <br />(AC) 150/5070-6B, Airport Master Plans, Appendix F, Airport Layout Plan. Other FAA ALP funding and <br />approval requirements are contained in FAA Order 5100.38, Airport Improvement Program Handbook. <br />Sheet 1 – Cover Sheet <br />This sheet includes local maps, an ALP sheet index, and approval signature blocks for FAA and local <br />officials. <br />Sheet 2 – Existing Airport Layout Plan <br />This sheet depicts existing airport facilities, design standards, and imaginary surfaces. <br />Sheet 3 – Future Airport Layout Plan <br />This sheet depicts proposed future facility improvements, design standards, and imaginary surfaces. <br />Proposed improvements are based on aviation activity forecasts, facility requirements, and alternatives <br />analysis contained in this Master Plan Update. These improvements are identified in the Airport’s Capital <br />Improvement Plan, and include future runway extensions, taxiways, approach lighting systems, aircraft <br />hangars and ramps, deicing pads, aircraft rescue and firefighting (ARFF) facilities, automobile parking, <br />and rental car facilities. <br />Sheet 4 – Airport Data Tables <br />This sheet presents information tables, including data on Airport location, weather characteristics, <br />facilities, design standards, and imaginary surfaces. <br />7-1 <br />Eugene Airport Master Plan Update <br />(February 2010) <br /> <br />
