4 <br />4 <br /> <br /> <br />ݸ¿°¬»® <br />Alternative Plan Concepts <br /> <br />This chapter of the Eugene <br />Airport Master Plan Update <br />presents information related <br />to the development and <br />evaluation of alternatives for <br />the improvement of Eugene <br />Airport. It is based on the <br />facility needs documented in <br />Chapter 3, Demand/Capacity <br />Analysis and Determination of <br />Facility Requirements. <br />Presentation and discussion of alternative plan concepts are presented for the following sections: <br />Evaluation Criteria <br />Airfield Facilities <br />Terminal Facilities <br />Special Airport Facilities <br />Automobile Parking and Circulation <br />Airport Property <br />For some facility requirements identified as being needed for the Airport, there are several alternatives <br />that have been developed for consideration. For other facility needs, there is a single, logical <br />development path outlined. Following are descriptions of the alternative improvement scenarios <br />developed, and advantages of those alternatives. <br />ïò <br /> Evaluation Criteria <br />The airport development scenarios and alternatives are evaluated based on the following criteria: <br />The movement of aircraft, both in the air as they arrive and depart runways, and on the ground as they <br />taxi between runways and terminal areas, is a key factor in considering development. Safety to the <br />airport and aircraft is a priority for development. Even some improvements which may not affect <br />aircraft operations may affect visibility requirements. <br />The ability of an improvement to be compatible with ongoing airport operations and to be implemented <br />without significant disruption to current airport facilities is also a priority. Long-term compatibility is <br />also a factor, as airport improvements generally take time and several funding cycles to implement, <br />and are often expected to perform their role and provide their service for an extended period.
