<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Work Session: Envision Eugene Update <br /> <br />Meeting Date: October 13, 2010 Agenda Item Number: A <br />Department: Planning and Development Staff Contact: Lisa Gardner <br />www.eugene-or.gov Contact Telephone Number: 541-682-5208 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The goal of this work session is to provide the council with an update on the Envision Eugene project, <br />including the process to-date, upcoming events and products, and expected outcomes. <br /> <br /> <br />BACKGROUND <br /> <br />The goal of Envision Eugene is to create a community vision for how and where to accommodate <br />Eugene’s expected population growth over the next 20 years. State law requires all cities to plan for <br />projected population growth and to ensure that their urban growth boundary (UGB) meets the projected <br />need. <br /> <br />On June 14, 2010, staff provided the council with an update on Envision Eugene and indicated our intent <br />to work with a group of community members, referred to as the Community Resource Group (CRG), <br />throughout the summer. The CRG is comprised of community leaders, including business owners, <br />advocacy groups, school representatives, neighborhood leaders, elected and appointed officials, and City <br />staff. The CRG will convene for the seventh time on October 12, one day prior to this work session. <br />Our work with this group has accomplished many things, including: <br /> <br /> <br />Improved communication amongst community members, elected officials, and staff; <br /> <br /> <br />Clarification of commonly used terms and phrases that help define our vision for the future; and <br /> <br /> <br />Guidance to staff regarding specific growth-planning recommendations. <br /> <br />The October 12 CRG meeting will include consideration of a proposal for mixed-use development in <br />Eugene based on input and discussion at the September 14 CRG meeting. Also on the agenda is a <br />discussion about economic development including specific plan concepts necessary to increase <br />industrial- and commercial-based jobs. Outcomes from the CRG discussion on both of these items will <br />be shared with the council at the work session on October 13. <br /> <br />In addition to the work of the CRG, various public engagement tools have been used to communicate <br />with the broader community. From student art contests and Facebook, to traditional public workshops, <br />there have been many opportunities for the community to provide input into this process.
