declaring a position vacant, the council may remove a member from a board,
<br />commission or committee and declare the position vacant if a member is absent
<br />without leave of the chair from three consecutive meetings of the board,
<br />commission or committee of which he or she is a member.
<br />(7)
<br /> Any and all boards, commissions and committees appointed pursuant to state
<br />law or ordinance of the city shall exercise the functions and perform the
<br />responsibilities therein contained. Any ad hoc committee created by the council
<br />or department advisory ad hoc committee created by the city manager or
<br />designee shall perform the duties prescribed at the time the committee is
<br />created. All committees shall have a chairperson to be appointed by the
<br />council, or city manager or designee, or in the absence of such appointment a
<br />chairperson and secretary shall be elected by vote of a majority of the
<br />committee at its first meeting. Committee membership may include members of
<br />the council and interested citizens, or both.
<br />(8)
<br /> The membership of an ad hoc committee appointed for a specific purpose shall
<br />end at the time the final report of the committee is made to the council or city
<br />manager or designee.
<br />(9)
<br /> Unless otherwise provided in the ordinance, resolution, state law or other action
<br />creating the board, commission or committee, the terms of all members on
<br />boards, commissions and committees other than ad hoc or department advisory
<br />committees shall expire on June 30 of the year the member's term has been
<br />designated to expire. If no qualified successor has been appointed as of that
<br />date, a member's term shall continue until the member's successor is appointed
<br />and qualified.
<br />(10)
<br /> Vacancies on boards, commissions and committees, including ad hoc and
<br />department advisory committees, shall be filled in the same manner as original
<br />appointments, unless those procedures are in conflict with the ordinance,
<br />resolution or state law creating the same.
<br />(11)
<br /> Pursuant to the requirements and provisions of section 294.336 of Oregon
<br />Revised Statutes, a budget committee shall consist of all members of the
<br />council and a like number of qualified electors of the city, who shall be
<br />appointed by the council for terms of three years. The term of an appointive
<br />member shall expire as provided in subsection (9) of this section, and, upon
<br />council approval, an appointive member may be reappointed once to such
<br />position upon expiration of the term for which originally appointed. Vacancies in
<br />the appointive membership of the budget committee shall be filled in the same
<br />manner as original appointments.
