He pointed out that the penalty involved was <br />a civil penalty that mimicked, and was similar to, an anti-stalking order or restraining order, to keep people <br />who might potentially hurt someone from that person. He thought that was an appropriate way to consider <br />the zone. <br /> <br />Mr. Brown said he was a downtown business owner who was well aware of the problems that downtown <br />experienced. He was sympathetic to the idea behind the exclusion ordinance and knew exactly where people <br />were coming from. He had many of the same experiences. He just did not think the ordinance was the right <br />approach. He had deep-seated concerns about the loss of civil rights, but reiterated he understood the intent <br />behind the ordinance. <br /> <br />Mayor Piercy said the council was not voting on the merits of the zone but rather to extend the time the <br />ordinance was in effect. ACTION: <br /> <br />Urban Renewal Commitment of Riverfront Research Resolution 5011 Adopting a <br />Supplemental Budget; Making Appropriations for the City of Eugene for the Fiscal Year <br />Beginning July 1, 2009, and Ending June 30, 2010 <br /> <br />Mr. Clark, seconded by Ms. Taylor, moved to direct the Agency Director to commit to the <br />use of Riverfront Urban Renewal District funds as the match for the TIGER II grant <br />application and include the matching funds on the next supplemental budget after and if the <br />grant is approved. <br /> <br />Ms. Ortiz wanted to ensure that the improvements to Highway 99 were on the list for United Fund funding <br />efforts. Mr. Inerfeld said that staff intended to put it on the list as requested. He indicated that staff found <br />the project was not the right fit for TIGER II funding. Ms. Ortiz thought it was important to act while <br />ODOT was working on the road. <br /> <br />Mr. Inerfeld responded to questions from Mr. Brown clarifying the details of the project to be funded with <br />the grant. <br /> <br />Mr. Brown indicated he was unable to support the expenditure, preferring to keep the money in the district <br />for a district-specific project.
