One vacancy is for Position 1, an <br />industry position, and the other is for Position 6, an advocacy position. The City received two <br />applications for the industry position, and one for the advocacy position. The Toxics Board has now <br />interviewed all three applicants, and recommends appointing David Beede to Position 1, and Randall <br />Prince to Position 6. <br /> <br /> <br />BACKGROUND <br /> <br /> The Eugene Toxics Right-to-Know Program was created and is governed by Section 54 of the Eugene <br />City Charter, adopted by citizen initiative in November, 1996. It requires that businesses meeting <br />certain criteria report their hazardous substance use to the City, that the City make that information <br />public, and that hazardous substance users pay fees as necessary to operate the program. <br /> <br /> To be required to report and pay a fee, a business must: a) be a manufacturer (i.e., have a Standard <br />Industrial Classification in the 2000s or 3000s); b) operate a stationary facility within the Eugene city <br />limits; c) have 10 or more full-time equivalent employees during the course of a calendar year; and d) <br />have total inputs of reportable hazardous substances of more than 2,640 pounds in a calendar year. <br /> <br /> The program requires the Fire Marshal’s Office to perform certain duties (investigations, audits, etc.), <br />and is overseen by a seven-member, appointed, citizen board that is empowered to provide policy <br />direction and advise the City Council. <br /> <br /> The Eugene Toxics Right-to Know Program relates to the following Eugene City Council Goals and <br />Outcomes: Safe Community; Sustainable Development; and Effective, Accountable Municipal <br />Government. <br /> <br /> <br />RELATED CITY POLICIES <br /> <br />Section 6.2(B) (3) of Eugene Charter Section 54 (Amendment IV) <br /> <br /> <br /> <br /> <br /> <br /> Z:\CMO\2010 Council Agendas\M101213\S1012132D.doc <br /> <br />
