Baldy south of Lane Community College.

At a work session on November 8, 2010, the council considered an opportunity to purchase additional
property from Arlie and Company, south of Lane Community College and contiguous with previously
acquired land. In its proposal, the company indicated that naming the park after Suzanne Arlie is a
requirement of the transaction. The council unanimously approved a motion to direct the City Manager to
pursue acquisition of approximately 315 acres, consistent with the City’s Letter of Intent dated June 28,
2010.

The council’s naming policy related to “Park Lands and Features” states that if the appraised value of the
total area is $500,000 or greater and the donated portion is at least 51 percent of the total area, the park
can be named after the donor or their designee. The area that Arlie proposed to be named after Suzanne
Arlie includes 200 acres purchased in 2008, plus approximately 315 acres in the present proposal. In total,
the donated portion of land represents about 41 percent of the total proposed park area.

Acquisition Appraised Donation Amount Acres Acquired Equivalent Percent
Value Donated Area
2
Acres Donated
2008 $3,000,000 $0 200 0 0%
acquisition
2010 $3,434,000 1 $1,489,800 315 209 65%
proposed (discount)
acquisition $ 600,000 (cash
donation)
Total $6,434,000 $2,089,800 515 209 41%

1
This appraisal was completed in 2008, and Arlie has indicated it does not have an updated appraisal available at this
time.
2
This was calculated by dividing the total donation amount by the appraised value per acre for land south of the
existing ridgeline park. If a portion of the total donation amount was applied to the land north of the existing park, the
percentage of area donated would be lower.
Z:\CMO\2010 Council Agendas\M101213\S1012139a.doc
