<br />school facilities, and shift some technology and equipment costs out of the operating budget. On the <br />Bethel School District web site, it is noted that the school board is considering a small bond measure of <br />about $10 - $12 million over a 5 - 7 year period. Attachment C includes a timeline over the next several <br />years, with potential items to be on the ballot during that period. <br /> <br />Next Steps: If the council identifies a revenue source that should be pursued, staff will work on <br />preparing materials to assist the council in discussing the additional questions listed above, along with <br />other questions that emerge at the January 11 discussion. It is currently envisioned that a second work <br />session would happen in late January for additional discussion, and that a measure would be placed on <br />the ballot at the February 14 council meeting, if the council desires to place something on the May <br />ballot. <br /> <br /> <br />RELATED CITY POLICIES <br />There are no City policies related to City support for school funding. There is a council goal of Fair, <br />Stable and Adequate Financial Resources: A government whose on-going financial resources are based <br />on a fair and equitable system of revenues and are adequate to maintain and deliver municipal services. <br /> <br /> <br />COUNCIL OPTIONS <br />There are several options that the council could pursue with respect to school funding. The options <br />below have blanks for the council to fill in regarding the amount of funding desired, whether to place the <br />measure on the ballot, and whether other City programs would be included in the measure. <br /> <br />1. Direct the City Manager to return with a plan [for placing a measure on the _____ ballot] to <br />implement a Restaurant Tax to generate approximately $__ million to assist the schools [and <br />fund ____ City programs]. <br /> <br />2.Direct the City Manager to return with a plan [for placing a measure on the _____ ballot] to <br />implement a City personal income tax to generate approximately $__ million to assist the schools <br />[and fund ____ City programs]. <br /> <br />3.Direct the City Manager to return with a plan [for placing a measure on the _____ ballot] to <br />implement a City surcharge on the state personal income tax to generate approximately $__ <br />million to assist the schools [and fund ____ City programs]. <br /> <br />4.Direct the City Manager to return with a plan for another type of revenue measure, at a different <br />time. <br /> <br />5.Determine to not move forward with a new revenue measure at this time. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The council should determine whether to move forward with a revenue measure for schools at this time. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />None. <br /> <br /> \\Cesrv500\cc support\CMO\2011 Council Agendas\M110111\S1101115.doc <br /> <br />
