DOES . ORDAIN AS FOLLOWS : . <br />' Section 1. Subsection (1) of section 2.896 of the Eugene. Code, <br />11971 is hereby amended to read and provide <br />2'.896 Labor --Mans ement Relations - Costs. <br />(1) The hearings of fi ; s _costs • in conducting unfair <br />labor .practice hearings, bargaining unit 'determinations, certiq <br />f i cat ion or decertification elections, and . other functions under <br />sections 2.876 to 2,294 cf this code shall be determined by agree- <br />' men t between the city and the bargaining agents. - except that costs <br />of .transcripts requested of a proceeding shall be borne by the <br />party making the request. <br />Section 2 ., That the provisions contained herein concern the <br />. Public welfare and safety and therefore, an emergency i's hereby de-- <br />cl.ared to exist and this Ordinance shall become effective immediately j <br />1 <br />upon its passage by the Coirmwn Council and approval by the .
