City taxes on tobacco would remain prohibited. In light of Lane County's <br />impending budget shortfall and the likelihood of county service reductions that will <br />impact the City of Eugene, I recommend priority III support. The bill would be improved <br />if the prohibition on cities were also removed by amendment. The measure would have no <br />significant fiscal or programatic impact on the City of Eugene but might result in some <br />incremental job creation in the community. The Legislators are likely to give this <br />measure and all other stimulus proposals their positive interest and consideration in this <br />Legislature. I currently have no basis to evaluate the efficiency of this proposal, in light <br />of the State's budget shortfall and in comparison to other stimulus proposals that are sure <br />to be introduced. In light of the City's limited IGR staff capacity and the need to focus on <br />a few issues that would have direct impacts on the City, I do not recommend any <br />significant investment of time in what is probably going to be extensive legislative <br />hearings on economic stimulus proposals.
