The measure would have no significant fiscal or <br />programmatic impact on the City of Eugene but might result in some incremental job <br />creation in the community. The fact that this measure has been introduced by the <br />President of the Senate indicated the level of positive interest and consideration this and <br />all stimulus proposals will likely receive in this Legislature. I currently have no basis to <br />evaluate the efficiency of this proposal, in light of the State's budget shortfall, in <br />comparison to other stimulus proposals that are sure to be introduced. In light of the <br />City's limited IGR staff capacity and the need to focus on a few issues that would have <br />direct impacts on the City, I do not recommend any significant investment of time in <br />what is probably going to be extensive legislative hearings on economic stimulus <br />proposals.
