ATTACHMENT A M I N U T E S Council Committee on Intergovernmental Relations McNutt Room—Eugene City Hall 777 Pearl Street—Eugene, Oregon February 2, 2011 1 p.m. PRESENT: George Poling, Chair; Betty Taylor, Mike Clark, members; Intergovernmental Relations Director Brenda Wilson, Jessica Mumme, City Manager’s Office; Jeff Perry, Judge Wayne Allen, Judge Don Loomis, Eugene Municipal Court; Larry Hill, Mia Carriaga, Jamie Garner, Central Services Department; Denny Braud, Planning and Development Department; Mike Magee, Library, Recreation, and Cultural Services; Paul Klope, Public Works Department. ABSENT: Mayor Kitty Piercy. 1. Call to Order and Review Agenda Mr. Poling called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order. The committee accepted a recommendation from Ms. Wilson to review the first 11 bills on the list of pending bills pulled by committee members and to postpone review of the remaining bills until the meeting of February 9. 2. Review Pending Legislation The committee reviewed a list of pending bills in the Oregon Legislature identified by members for further discussion. Committee votes modifying the staff recommendation on legislation, if any, are recorded below: House Bill 2712 (New) Judge Wayne Allen reviewed the bill and recommended the committee take a position of Priority 1 Oppose. Mr. Poling, seconded by Mr. Clark, moved to take a position of Priority 1 Oppose, on House Bill 2712. The motion passed unanimously, 3:0. Senate Bill 0307 (Carried over from 1/26) Mr. Poling moved to take a position of Priority 3 Oppose, on Senate Bill 0307. The motion died for lack of a second.
