Also agree with Paul to oppose <br />unless amended to remove the 2-year requirement. <br /> <br />Contact Respondent Dept Updated Priority Recommendation <br />Mike Penwell CS-FAC 01/14/2011 Pri 2 Oppose <br /> <br />Comments: I recommend opposing this bill because it introduces a criterion for determining a <br />responsible bidder--in contrast to existing criteria--that has no direct correlation to a <br />contractor's ability and standing to successfully complete the work. Public improvement <br />contracts are not the appropriate vehicle to advance health insurance reform. <br /> <br />Contact Respondent Dept Updated Priority Recommendation <br />Paul Klope PWE 01/14/2011 Pri 2 Oppose <br /> <br />Comments: This bill would reduce competition for public improvement contracts by eliminating <br />contractors that are not large and wealthy enough to carry health insurance continuously <br />for all their employees who will work on public contracts, whether employed <br />continuously during the 2 year period or not. Most contractors only work during the <br />spring and summer in Oregon, and then only to the extent they are successful bidders for <br />available projects. If they are not working they aren't receiving payments, so in most <br />cases they lay off the workers who aren't needed. Due to the uncertainty of whether they <br />will be awarded bids and how much money they will earn in any one year, it will be <br />impossible for all but the largest companies to comply with this bill. Due to the lesser <br />pool of contractors available to bid on public projects, it will increase the cost of projects <br />due to lesser competition. <br /> <br />The City should oppose this bill in its current form.
