Photographing and fingerprinting is a rather lengthy <br />process and is more appropriately conducted by a Sheriff's Office (who run correctional <br />facilities). This process is essentially the same as sex offender registrations. We must <br />have a Detective process the photographing and fingerprinting because records personnel <br />are not trained to conduct activities. We are, therefore, diverting detective work to a <br />regulatory activity more appropriately conducted by Parole and Probation. We do have <br />the benefit of learning more about the offender with a detective involvement. In the case <br />of animal abusers, there is no such benefit. Also, their photograph is less likely to be our <br />offender database because they are lower level offenders to begin with. If we assume that <br />there will be as many animal offenders sent to us as there are sex offenders, the work to <br />process them is more than double because of the requirement to photograph. In addition, <br />the State Police will assess a fee of $70 to the individual for the relatively minor impact <br />of managing the program.
