Mr. Zelenka believed that residents considered the back nine at Laurelwood to be a natural area because it
had never been developed. He said if the council was to look at natural areas to sell to make money, he
wanted to look at all the natural areas the City had purchased to see what made the most sense.
Mr. Zelenka agreed with the mayor that the City could not provide services using volunteers. He did not
want the City to find itself in a situation similar to the one it had faced in regard to street maintenance
funding.
Mr. Zelenka questioned how the City could afford to maintain Civic Stadium given its current budgetary
challenges. He was unsure he wanted to take on more maintenance problems, particularly the scope of
issues that the stadium represented.
Speaking to the concept of selling City -owned park assets, Mayor Piercy believed that it did not make
sense to sell most assets because of their value to the community, but it might make sense to sell some of
them. She suggested if the City did so, the council should discuss how to reinvest the funding and grow
that money for use in the future.
Mr. Clark, seconded by Ms. Taylor, moved to request the City Manager to develop fund-
ing options and innovative methods for City Council consideration for the FYI budget to
sustainably maintain and renovate current Parks, Recreation, and Open Space facilities.
The motion passed unanimously, 8:0.
Mayor Piercy adjourned the work session at 7:10 p.m.
Respectfully submitted,
Beth Forrest
City Recorder
(Recorded by Kimberly Young)
MINUTES— Eugene City Council October 11, 2010 Page 7
Work Session
