In terms of direct impact to the City of Eugene, some road repair projects <br />are done at nights (e.g., portions of Coburg Road this summer). If the bill prevented or <br />was amended to prevent gravel or asphalt trucks from traveling from a gravel yard or <br />asphalt plant to the job site at night, this would create significant issues for us. The bill's <br />sponsors are local, so it is likely that there is intent to implement this legislation in our <br />area. See Paul Klope's analysis for other potential local impacts. <br />Contact Respondent Dept Updated Priority Recommendation <br />Paul Klope PWE 2/15/2011 Pri 2 Oppose <br /> <br />Comments: This bill prohibits trucking from and to gravel mining sites on roads through urban <br />unincorporated areas between the hours of 7 pm and 6 am. If passed, this law would have <br />significant impact on the ability to perform City capital projects. Work is done in the <br />evening and at night on projects around the City to enable completion of work in a timely <br />manner and to avoid major traffic disruptions on busier streets. This bill would <br />effectively eliminate the possibility of performing construction work on City streets and <br />utilities after 7 pm, because trucking for all of the sources for gravel and paving materials <br />in the area are located in and/or must travel through unincorporated urban areas to reach <br />City projects. This bill takes away local control of how we perform our work. I don't see <br />any way to amend the bill to make it acceptable. <br />HB 3224 <br />Relating Clause: Relating to food sold in public buildings. <br />Title:Establishes nutritional requirements for food items sold in public buildings. <br />Sponsored by: By Representative KOTEK; Representative GREENLICK <br />URL:http://www.leg.state.or.us/11reg/measpdf/hb3200.dir/hb3224.intro.pdf <br />Contact Respondent Dept Updated Priority Recommendation <br />Michael Magee LRCS-ADM 2/17/2011 Pri 3 Oppose <br /> <br />Comments: While LRCS generally supports efforts to reduce obesity in the general population, <br />especially in children, we do not support this bill as written. It would significantly impact <br />current operations at our facilities that are operated by both City and contracted vendors. <br />If this bill were to be enacted, LRCS could lose thousands of dollars in revenue as our <br />contract food service vendors may opt out of agreements. Further, if food and beverage <br />service is unavailable at our facilities, it would be seen by our patrons as a reduction in <br />service and convenience. <br />8 <br />
