It would have no direct impact on city of Eugene <br />operations. <br />The city should support this bill because it will extend tax credits for residential biofuel <br />use and alternative energy devices (e.g. solar thermal or pv systems), which has been a <br />main financial driver for many of the installed residential systems in Eugene. It does <br />remove the tax credit for alternative fuel vehicles, which will reduce the tax burden of the <br />program as this was a large portion of the tax credits in previous years. The alternative <br />fuels vehicle market (hybrids) is mature enough to continue without tax subsidies, this is <br />not true in regards to alternative energy device markets. SB 692 would remove preemption on county taxes on <br />cigarettes and tobacco products. This would give counties an option for new revenue. <br />Lane County is facing complete loss of federal revenue and will have a shortfall in FY12 <br />of over $7 million. This could cause reduction in services, such as jail beds, of great <br />value to the City of Eugene.
