Good bill in that it attacks assets of people involved in these <br />activities. Could have significant positive impact for CoE in added tools for justice, and <br />also new revenue. In order to be relevant to the offenses, the Ordinance regarding civil <br />forfeiture would have to be modified as it mandates proceeds to go only to drug treatment <br />for Eugene residents. <br />SB 0431 <br />Relating Clause: <br />Relating to crime; creating new provisions; and amending ORS 161.005. <br />Title: <br />Creates crime of failure to identify oneself. Currently, the only time that a person must identify <br />themselves is when they are driving a motor vehicle. There is a crime for providing false <br />name for a citation or arrest, but that's pretty limited. This bill extends the same concept <br />to any lawful stop. A person may be lawfully stopped if an officer has "reasonable <br />grounds to believe" that the person has, is or is about to commit a crime. In essence, there <br />are more restrictions on drivers of motor vehicles than persons involved in criminal <br />activity that are not driving. It seems like a reasonable extension of the current activity <br />relating to traffic offenses. <br />SB 0557 <br />Relating Clause: <br />Relating to sexual assault response; and declaring an emergency. <br />Title: <br />Requires district attorney of each county to organize sexual assault response team. <br />Requires each team to adopt protocols addressing sexual assault response. Requires <br />certain health care facilities to adopt policies for treatment of acute sexual assault <br />patients.
