ATTACHMENT C

Enterprise Zone Committee

Guidin!! Principles for Local Standards:

. Different types of business, and different-sized investments will produce different
benefits to the community. . . the standards should be flexible enough to capture the
positive outcomes for all types of eligible investment

. Small businesses should not be disadvantaged

. Consider separate standards for small businesses and large businesses

. Recognize that a majority of the investments will be made by existing, local businesses

. Recognize that entry level jobs are important, despite the fact that these jobs may not
pay a living wage initially

. Employee benefits, training, and advancement opportunities are most important factors
when defining quality entry level jobs

. Utilization of local programs (apprenticeship, job placement) enhances the program's
benefit to the community

. Companies should be rewarded for efficient use of our scarce land supply

. Job creation and future tax revenue are both important outcomes for the program

. Consistent reporting of program outcomes is important for the community

. Reporting compliance with standards should not be overly burdensome on businesses or
staff

Funds recaptured in the program should be targeted for specific community benefit

Tax exemption should not only benefit the business, it should benefit the community
