Pittman ~.(otion was m~de, seconded and carried that the appointments of the ~{ayor be confirmed by the Council. ~{otion was made and seconded that the Recorder continue to regular monthly salaries for all Of the Officers and enployees of the 'City on the fi~,st day of each month for the salary of the previous month, except- ing that the Office of Police Hatron is dispensed with for the present, and the n~.~es of W. D. Cheshi~-e as Health Officer and I~'. G. Stickels as Oity Treasure~, are substituted on the pay roll for reti~,ing Health Officer 5'. W. Comings and retiring. Tream~er Frank Reisner respectively. The ayes 'and nays were called; Councilmen voting aye Parks, Polders, Bo[~e, Feterson, Deverea~, ~oshe~, Goodpasttu'e' and Burden,. nay ~one. ~otion was declared carried and so o~dered. Councilman Goodpasture placed' in nomination the name of e. P. Devereaux for President of the Council. ~(otion was made, and seconded that the nomi- nations be declared closed and e. P. Devereaux declared the unanimous choice of the Council for President. Eotion carried. Mayor Bell submitted blue prints of an organization chart, Councilman l~osher moved that the Council adopt the Chart as a working system and orde~ of business of the Council. Notion was seconded and carried. Retiring Police ~atron Mrs. Cox add~'essed the Cmn%ell, and t~n, ned oger her police star and retired. 0n motion the' consideration of the protest against the seating of Councilman C. A. Burden was referred to the' Judiciary Co~rmittee, witl~ the substitution, at the request of Mr. Btu, den, of Counei]~an Parks on this Con~.~ittee in place o~ Hr. Btu-den for the purpose of considering this sub Jeer. Co~.mnunication from I. P. Hewitt, Seereta~-y of the Oregon Prisoners Aid So'ciety, relating to pla~ming of new Jail quarters was placed on file.
