APRIL 9, 1917. <br /> <br /> Council Chambers, Eugene, Oregon, April 9, 1917. <br /> <br /> Council met in regular monthly and annual session, and was called to <br />order by l~yor B~ll. Present Councilmen Polders, Park:3, Peterson, Koppe, <br />Mcshel,, Devereaux, Quimby and Goodpasture. <br /> <br /> Minutes of Council proceedings under'dates of ~arch 12th and 19th <br />were read and approved. <br /> <br /> An Ordinance g~anttng to the Postal Telegraph Co. the right to eon- <br />struet and maintain its telegraph lines alor~{ certain streets in Eugene, <br />Oregon, with the restrictions in relation thereto was read the third time. <br />Motio~ was made, seconded and carried that the 0{,dinance be amended bM adding <br /> <br />at the end of Section 1 the words, <br />strung along V;illamette Street." <br /> <br /> "but no poles shall be set o~ wires <br /> <br />The Ordinance was discussed by Attorney <br /> <br />MoGinnis and A. C. Dixon favoring the Ordinance, and lit. Va~ioutte of the <br />Pacific Telephone & Telegraph Co., who opposed the clause permitting the <br />extension of private wires. The Ordinance as amended was declared upon its <br />passage, and the ayes and nays were called; Councilmen voting aye 7, n~y <br />Polders. The Ordinance was decl~re~ passed and numbered #1900. <br /> <br /> A delegation of citizens and business men appeared in Council Chambers, <br />and Hon. R. A. Booth, as spokesm~n for the delegation, expressed the ~atibude <br />.of the City at large for the work done by the retiring Mayor and Council, <br /> <br /> and their confidence in the incoming Mayor and Council and assured them that <br /> them would find the citizens behind them in the good work of carrying on <br /> City affairs. <br /> <br /> The Judiciary Committee recommended that the application of Mr. G~oss <br /> on behalf of an orchestra to give Sunday concerts be denied as contrary to <br /> the City Ordinance. Motion was made, seconded and carried to adopt the <br /> reco~nendation. <br /> <br /> The Street Committee recommended that the application of the Union <br /> 0il Co. to place signs on the street in front of customers places of business <br /> be denied as against the City Ordinance. Motion was made, seconded and <br /> carried to adopt the recommendation. <br /> <br /> The following bills were recommended for payment by the Finance <br /> Committee: <br /> <br /> <br />
