The ayes and nays were called; Councilmen voting aye 8, <br />nay none. Motion was declared carried and so ordered. <br /> <br /> Mayor Bell appointed Mr. A. T. Coekerline as a member of the Eugene <br />Library Board to succeed Mr. Roy Goodrich, deceased, to fill his unexpired <br />term. Motion was made, seconded and carried to confirm the appointment. <br /> <br /> Retiring City Engineer, H. D. Forneri, read to the Council a communica- <br />tion relating to the engineering department. <br /> <br /> Councilman Devereat~ moved that a vote of thanks be tendered by the <br />Council to retiring Mayor W. A. Bell for the able manner in which he has con- <br />dueted the affairs of the City, and for his uniform and courteous treatment <br />of the Council during his term of Office. Motion was seconded and carried. <br /> <br /> Retiring Mayor Bell read his final message to the Council, and yielded <br />his chair and gavel to Mayor elect C. 0.
