Council Chambers, Eugene, Oregon, Sept. 2W, 1917. <br /> <br />Council met pursuant to adjournment of September 10, and was called to order by <br /> <br /> Peterson, present Cot~cilmen, Parks, Koppe, Spencer, Devereaux, Mosher, <br /> Goodpasture and Spangler, absent Polders. <br /> <br /> petition for the construction of a new bridge over the millrace at East <br /> <br />8th. Ave. was read and referr.ed to the Street Committee and Engineer to ascer- <br /> <br />rain the estimated cost of construction of concrete or wooden bridges and reportl <br /> <br />to the Council.' <br /> <br /> A petition for the grading and gravelling'of West Second Ave. f~om Blair Bou. <br /> <br />west to City blmlts was read and referre ~b the Street Committee. Mr. 0. <br /> <br />Christensen urged the ~anting of this petition. <br /> / <br /> / <br /> City Attorney Foster submitted a w~i~tten opinion on the question of a bond <br /> <br />from the Bibl~ Univers.ity to guarantee the cost of the improvement proposed on <br /> <br />Potter and 28th. Streets,.and the bond tendered by~said institution was presen$- <br /> <br />ed to the Council. Thereupon the repox~t of the Street Committee upon the petition <br />for said improvement was read and discussed. A motion was made seconded and ~-~k <br />carried to reject the report. ..... ~,~ <br /> <br />~,~.~An~Ordinance~.,to 'improvetPotter Street from 25th. Ave. to the South side of <br /> <br />28th. Ave. and 28th. Ave from Potter Street East to the East side of University <br />Street by grading and macadamizing same was read ~he first and second readings <br />and laid over on its third reading upon objection of Councilman Mosher. <br /> <br /> An Ordinance to improve 20th Ave West from Willamette Street to a01ive Street <br />was read and passed its second and third readings by title under suspension of <br /> <br />the rules and by unanimous consent and was placed upon its final passage, Court- <br /> <br />cilmen voting Aye V, nay none, absent Polders. Tt~e Ordinance was declared <br /> <br />passed and nunbered 1907. <br /> <br />An Ordinance adopting and approving the plans and specifications of the 0ity <br /> <br />Engineer for the improvement of 20th. Ave West from Willamette Street to Olive <br /> <br />Street in the City of Eugene by ~ading and macadamizing the same, was read and <br /> <br />passed its second and third readings by title under suspension of the rule, upon <br /> <br />unanimous consent and was placed upon its Final passage. Councilmen voting Ay$ <br /> <br />7, nay none absent Polders. 'Mxe Ordinance was declared passed and n~mbered 1908 <br /> ~d~ance ~roviding for the construction of a cement sidewmlk abutting the <br /> <br />property described ih Section 1 of this Ordinance, was read and passed its second.~ <br />and third readings by title and was placed upon its Final passage, Councilmen <br /> <br />votlngAye 6, nay none, absent Polders and Goo6pasture. the Ordinance was declare~ ps <br /> <br />passed and numbered 1909. <br /> <br />An 0rdinan~e providing for the construction o~ m cement sidewalk abutti~g the <br /> <br /> <br />
