An Ordinance to regulate the use of the,S~reets Avenues and other public grounds of the city by public franehise-holders~ and securing of_ permits -therefor, and the providing for removal, of abstructions interfering with the pub~ publtc use thereof and penalties for the violation of the Ordinance was read the firs~ time and paused its second and third readlpgs by title by unanimous consent under suspension of the rule~ and wa~ placed upon its flna~ p.a,.sage.
