ADMINISTRATIVE ORDER NO. 21-03-04 of the City Manager pro tern City of Eugene, Oregon AFFIRMING THE APPOINTMENTS OF MARY WALSTON AS CITY RECORDER AND KATHLEEN A. FIELAND AS TEMPORARY DEPUTY CITY RECORDER; RESCINDING THE APPOINTMENT OF SARiTA BLACK AS DEPUTY CITY RECORDER; APPOINTING MARY FELDMAN AS DEPUTY CITY RECORDER; AND REPEALING ADMINISTRATIVE ORDER NO. 21-03-01. The City Manager pro tern of the City of Eugene finds that: A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 1976, the City Manager is designated as the administrative head of the City, and is specifically authorized to appoint and remove all employees (except as otherwise provided in the Charter)~ and to enforce all ordinances of the City. B, On January 7, 2003 Administrative Order No. 21-03-01 was issued appointing Mary Walston as City Recorder, Kathleen A. Fieland as Temporary City Recorder~ and ratifying and affirming the appointment of Sarita Black as Deputy City Recorder. C. Sarita Black is no longer performing Deputy City Recorder duties, and her appointment should be rescinded and Mary Feldman appointed as Deputy City Recorder~ and Administrative Order No. 21-03-01 repealed, as provided herein. NOW, THEREFORE, The City Manager pro tem of the City of Eugene orders and directs that: 1. Based on the above findings, which are hereby adopted, Mary Feldman is hereby appointed Deputy City Recorder. 2. The appointment of Mary Walston as City Recorder is affirmed, and the appointment of Kathleen A. Fieland as Deputy' City Recorder for the period terminating on March 31, 2003, is also affirmed. The appointment of Sarita Black as Deputy City Recorder is rescinded, 3. Administrative Order No, 21-03-01 is repealed as of the effective date of this Order, however nothing contained herein shall affect the validity of any actions taken pursuant to its provisions.
