ldb8L <br />19. _ Rural lands. Rural lands are those which are outs i.de -.the projected <br />urban service area and are: (a) non - -urban agricultural, forest or <br />open space lands, or (b) other lands suitable for sparse settl e- <br />ment, such as small farms or acreage homes i tes with no or hardly <br />any pub lic services, and which are not suitable, necessary or <br />intended for urban use (refer to Graphic on page 4). See also <br />Chapter II, Section C for a further description of timber lands and <br />agricultural areas as separately depicted on the Plan diagram. <br />20. Simile - Family ,0wel l ing Unit A single -- family dwelling unit is a <br />single-famTly detached structure on 'an individual parcel <br />21, Underdeveloped land. The vacant or agricultural portion of land on <br />tax lots having more than one land use. <br />22, Underutilized human resources. Persons who are (1) unemployed or <br />( 2) employed part -time but want to work full time or (3) in posi- <br />tions that do not fully utilize their skills. <br />23, Undeveloped land Complete tax lots which are vacant or used for <br />agricultural purposes. , <br />24. Urban 2rowth boundary. A site - specific line, delineated on a map <br />or by wr i description, that separates the projected urban <br />service area from rural land (refer to graphic on� page 4) . <br />26. Urban lands. Urban lands -are .those places or areas which include <br />an incorporated city. They may also include areas adjacent to and <br />outside an incorporated city that (a) have supporting public facil- <br />ities and services and/or (b) have .concentrations of people who <br />general reside and work in the area. Such- concentrations include <br />(1) an average of one or more dwelling units per gross acre or (2) <br />subdivided and/or partitioned parcels averaging not over 'one- -third <br />acre (refer to graphic on page 4) , <br />26. Urban service area, current,. The actual geograph i portion of the <br />metropolitan area designated as urban land - and in which the minimum <br />level of key urban facilities and services a_ re available or im- <br />minent (refer to graphic on page 4)-,- <br />27. Urban service area, projected The estimated geographic urban- - <br />izab l e area within which a full range of urban services wi 11 need <br />to be extended or provided to accommodate urban development needs <br />by a designated future point in time. It is primarily determined <br />by population, land use and economic projections. Periodic adjust- <br />ments to these projections are necessary to reflect changing con- <br />ditions and more recent data (refer to graphic on page 4) , <br />V-3 <br />
