If resolu- <br />tion of the objection(s) i -s reached, the amendment shall be forwarded <br />to the L -COG Board-for ratification and incorporation into the <br />metropolitan area pl an. If the joint meeting - process results in <br />substantial modifications to the amendment, as adopted by the local <br />jurisdiction, such body shall conduct new hearings on - the amendment <br />as modified and if approved, forward the modified amendment to the <br />other local jurisdictions and MAPAC for their consideration, If <br />the objection(s) cannot be resolved through the joint meeting <br />process, resolution thereof shall move to the second stage. <br />6. Action on Di cspnt (Spr:nnd Staap) . If the individual .iuri sd ictinnS <br />involved in an amendment to the metropolitan plan are unable to <br />resolve 'the objection(s) concerning an amendment through joint <br />meetings, the matter shall be referred to a tr i - agency appeals <br />board (hereinafter referred to as Appeals Board) to be established <br />by a joint resolution of Lane County, the City of Eugene, and the <br />City of Springfield. <br />The Appeals Board shall consist of the following members: <br />(a) The Mayor of the City of Eugene. <br />(b) The Mayor of the City of Springfield. <br />(c) A representative of the Board of Lane County Commissioners. <br />If the Appeals Board approves an amendment to the metropolitan <br />plan, the amendment shall be forwarded to the L -COG Board for <br />ratification and- incorporation into the metropolitan plan. <br />7. Appeal from L--COG Board Decision (Third Stage). In the event any <br />local jurisdiction does not agree with the decision rendered by the <br />Appeals Board the l oc.al jurisdiction may appeal from the dec i s ion <br />to the Land. Conservation and Development Commission . At thi s <br />stage, the appellant must demonstrate that the decd sion of the <br />Appeals Board. violates the state goals and guidelines. Appeal s to <br />the State Land Use Board of Appeals must be submitted within thirty <br />(30) days from the date the decision of the Appeals Board is ren- <br />dered. <br />A4 <br />
