Sb8b <br />Chapter I <br />INTRODUCTION <br />A, Preface <br />The Metropolitan Area General Plan is the first update of the Eugene- <br />Springfield Area 1990 General Plan. The 1990 Plan, adopted in 1972, <br />provided that a major update of the General Plan should be ' initiated every <br />five years, This reflects the fact that a' General Plan must be adaptable <br />to the changing needs and c of the community if it is to <br />retain its validity and usefulness. <br />Therefore, this Metropolitan Area General Plan is not an entirely new <br />product, but rather has evolved from and reflects needed changes to� the <br />1990 General Plan'. <br />B. Purpose <br />The Eugene - Springfield Metropolitan Area General P l a n is the official <br />long -range general plan (publ policy document) of metropolitan Lane <br />County and the cities . of Eugene and S p r i n g f i e l d . Its p o l i c i e s and land <br />use designations are intended to apply only within the area under the <br />Jurisdiction of the plan. The plan sets forth general planning po <br />and land use allocations and serves as the basis for the coordinated <br />devel opment of programs - ,concern i ng the use and conservation of physical <br />resources, furtherance of assets, and development or redevelopment of <br />the metropolitan area, <br />The Plan is intended to designate a sufficient amount of urbanizable <br />land to accommodate the need for further' urban expansion, taking into <br />account the growth policy of the area for the project population of <br />293,700 (which is projected by the year 2000) . <br />More spec i f i cal 1 y, the General Plan provides the overall framework <br />for the following planning functions. The Plan <br />Z , Gu i des all government and agencies in the metropolitan area in <br />developing and implementing their own activities which rel ate to the <br />public planning process, <br />2. Establishes the policy basis for a general, coordinated long - -range <br />approach among affected agencies for the provision of the f a c i l i t i e s <br />and services needed in the metropolitan area. <br />3. Makes planning information available to assist citizens to better <br />understand the basis for public and private pl ann.ing decisions and <br />encourages their participation in the planning process, <br />4. Provides the - public with general guidelines for i n d i v i d u a l planning <br />d e c i s i o n s . Reference to supplemental planning documents of a more <br />localized scope, including neighborhood refinement plans, is advisable <br />when applying the Plan to s p e c i f i c -parcels of land or i n d i v i d u a l tax <br />lots. <br />5. Assists citizens in measuring the progress of the community and its <br />officials in achieving the Plan's goals and objectives. <br />I -1 <br />
