Willamette River Greenway, River Corridors, and Waterway Element <br />The Wi 11 amette Ri ver has long, been recogn i zed in the Eugene -Spr i ngf i el d <br />area as a valuable natural asset. A number of policy documents and pro- <br />grams adopted by local jurisdictions have reinforced the community con- <br />cern to preserve and protect metr'opo l i t an river corr i dors . <br />On December 5, 1975, the Land Conservation and Development Commission <br />adopted Statewide Planning Goal 15, Wi River Greenway. The goal <br />sets forth the overal framework wi thin which state and local governments <br />carry out protection and maintenance of the Willamette River Greenwa . <br />y <br />The goal requires Eugene, S p r i n g f i e l d . , and Lane County to adopt Greenway <br />boundaries, to specify uses permitted within those boundaries, and indicate <br />areas of potential acquisition - al ong the Greenway. In maki these deter- <br />minations, local jurisdictions must gather information and inventory the <br />nature and extent of all natural resources associated with the Willamette <br />River Greenway. Local jurisdictions are also mandated to adopt provisions <br />by ordinance requiring a compatibility review permit for any intensifica- <br />tion,, change of use, or development with Greenway boundaries. The cities <br />of Eugene and Springfield have received final Greenway boundary- approval <br />,Y <br />by the Land Conservation and Development Commission for that portion of the <br />Greenway located within their city limi Lane County has adopted interim <br />Greenway boundaries that will be in effec until final Greenway boundary <br />adoption, <br />Eugene , rece� ved LCDC acknowledgement of compliance with Goal 15 on February <br />11, 1977. Springfield and Lane County � are both undertak -i n the work required <br />9 <br />to compl with Goal 15, which is scheduled to be completed by Jul 1980, <br />In the metropolitan area, a large portion of ' l and - within . the Greenway is i <br />publ is ownership and existing public parks such as Mount Pisgah, Skinner's <br />Butte, Alton Baker, and Island Park, Future proposed park acquisitions such. <br />as the Goodpasture Island gravel ponds will further expand the opportunity <br />for p u b l i c access and enjoyment of the river area , The three j url sdictions <br />have also cooperated in the development of a bicycle-pedestrian trail system <br />'that extends along the Greenway from south of Springfield to north of Eugene <br />and into the River Road area, This system includes three bike bridges across <br />the river., <br />Land al ong the Greenway in private ownership is in a variety of uses, <br />some of which appear to provide greater opportunity than others for <br />p u b l i c access and en joyment.
