tion of a notice thereof in the Eugene Register Guard, a newspaper <br />published in the City and of general circulation therein, and by <br />posting notice thereof in three (3) public places in the City' of <br />Eugene, Oregon. <br />S.eotI20 1 . WHEREAS the City is steadily growing in area and <br />population and the demand for City services is greater than the <br />financial resources available to the City from ad valorem property <br />taxes as limited by Article XI, Section 11 of the Oregon Constitution <br />and the voters must authorize the levy of an additional tax of <br />$330.0001000 to meet the City's proposed budget for services to its <br />citizens during the 1968-1959 fiscal year, or if not authorized, then <br />said budget must be greatly reduced, and this must be determined <br />prior to August 1, 1968, and in order for the City of Eugene to meet <br />its responsibilities to the citizens of the community it is hereby <br />declared to be nece=ssary for the immediate preservation of the peace, <br />health and safety of the City of Eugene and an emergency is hereby <br />declared to exist and that this ordinance shall take e f fec t immediately <br />upon its passage by the Common Council and approval by the Mayor . <br />Passed by the Common Council <br />this 8th day of July, 1968 <br />Approved by the Mayor this <br />91h day of July, 1968 <br />N ,,,,-/ S/ M.
