A tremendous <br />number of communities, agencies, and businesses contributed resources to the City of Eugene to assist in paying <br />tribute to Officer Kilcullen. The City of Eugene wishes to express its gratitude for those contributions. <br /> <br /> <br />BACKGROUND <br /> <br />The events began with a motorcade procession of more than 450 law enforcement and fire service <br />emergency vehicles from approximately 70 Oregon agencies, seven federal agencies, and 11 out-of-state <br />agencies. The 22-mile procession route wound through Eugene and Springfield passing locations of <br />significance to Officer Kilcullen. Hundreds of people lined the procession route to show their support <br />and pay their respects. <br /> <br />Approximately 5,500 people attended the Celebration of Life at Matthew Knight Arena, including <br />family, friends, fellow law enforcement officials and public safety personnel, community members, and <br />community leaders including more than 80 elected and public officials. <br /> <br />Many organizations, businesses and individuals actively participated in the week-long planning effort to <br />create and conduct a fitting memorial for fallen Officer Kilcullen. The Incident Command System (ICS), <br />utilizing a unified command structure comprised of staff from different organizations, was used to <br />quickly and efficiently manage the complex project. <br /> <br />The Oregon State Fire Marshal provided one of its Incident Management Teams to provide <br />comprehensive incident command support to manage the planning and operations. The Incident <br />Management Teams, which are comprised of staff from fire service agencies throughout the state, build <br />and operate a command and control structure to meet the expectations of the incident. IMTs provide <br />incident management expertise in logistics, finance, planning, public information operations, safety and <br />community issues. A team of approximately 22 individuals from around the state assisted with <br />management of the operations throughout the entire week. <br /> <br />In a strong demonstration of community spirit and partnership, the University of Oregon (UO) <br />immediately stepped forward to offer its valuable support and facilities.
