Mayor Piercy closed the Public Forum and called on the council for questions and comments. There were <br />none. <br />CONSENT CALENDAR <br />A. Approval of Tentative Working Agenda <br />B. Ratification of Intergovernmental Relations Committee Minutes of March 9, 2011, <br />and March 16, 2011 <br />Councilor Taylor, seconded by Councilor Brown, moved to approve the items on the <br />Consent Calendar. Roll call vote: The motion passed unanimously, 7:0 <br />4. ACTION: <br />2011/12 Funding Allocations for Federal Community Development Block Grant and <br />HOME Investment Partnership Programs <br />Councilor Taylor, seconded by Councilor Brown, moved to approve the One -Year Action <br />Plan for use of Federal Community Development Block Grant and HOME funds in <br />2011/12. <br />Councilor Poling determined from Stephanie Jennings of the Planning and Development Department that <br />the funding could be commingled in certain cases with similar funds allocated to other local governments, <br />but none of the projects in questions were supported by comingled funds <br />Councilor Zelenka determined from Ms. Jennings that the administrative costs listed in Attachment A in <br />the meeting packet represented administrative costs for both the program income and new funding, and <br />also included the costs of the audit. <br />Roll call vote: The motion passed unanimously, 7:0 <br />5. PUBLIC HEARING: <br />Envision Eugene <br />City Manager Ruiz introduced the item. He recalled the history of the Envision Eugene process to this <br />point. The hearing was an opportunity to hear the public's reaction to the proposed strategies and tactics <br />intended to guide Eugene's growth over the next 20 years. <br />Mayor Piercy opened the public hearing. <br />Bob Cassidy, 2401 East 27 Avenue, recommended that the document be revised to reflect the growth in <br />the percentage of senior citizens who would live in the community in 20 years. He asked the council to <br />consider, as it reviewed the document, what it did to prepare for the community of the future. <br />Larry Reed, 4251 Scenic Drive, advocated for the designation of more industrially zoned land to support <br />local business growth and quality jobs, particularly traded sector jobs. Traded sector firms competed in <br />regional and international markets and brought new money into the local economy.
