Call to Order and Review Agenda <br /> <br />Mr. Poling called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order. <br />Mr. Clark and Mr. Walsh joined the meeting via speakerphone. There were no changes to the agenda. <br /> <br /> <br />3. Review Pending Legislation <br /> <br /> <br />The committee reviewed Senate Bill 0376A, which was pulled by Ms. Taylor for further discussion. <br /> <br />Ms. Taylor moved to change the City’s position on Senate Bill 0376A to Neutral. The <br />motion died for lack of a second. <br /> <br />Mr. Walsh reported that the bill had passed out of committee, had passed the Senate by a vote of 25:0, and <br />it would probably be passed by the Oregon House of Representatives before the council had a chance to <br />consider the committee’s recommendation. Mr. Clark assumed that the lack of a second meant that the staff <br />recommendation would be retained. Mr. Poling anticipated that Intergovernmental Relations staff would not <br />lobby for the staff position until the full council considered the committee’s action. <br /> <br />The committee briefly discussed its process for reviewing bills and the practical effect of a motion that died <br />for lack of a second. Committee members did not agree about the effect; Mr. Clark recalled that the <br />committee agreed the staff recommendation would stand when a motion to change a staff position did not <br />receive a second, and Mayor Piercy recalled that such bills were referred to the council because there was no <br />committee consensus regarding them. Mr. Poling briefly recessed the meeting while Ms. Mumme <br />researched the committee’s past agreements. Mr. Clark arrived at the meeting. <br /> <br />Mr. Poling reconvened the meeting. Ms. Wilson joined the meeting via speakerphone and reviewed the <br />process agreed to by the committee, which also represented past practice. She indicated the staff position on <br />legislation was not affected by motions that did not receive a second but any councilor could pull the bill in <br />question from the Consent Calendar when the City Council contemplated adoption of the committee’s <br />actions.
