building and/or an enhanced pedestrian space with no more than 20 percent of <br />the 60 percent in enhanced pedestrian spaces, as described in EC 9.4530(3)(c) <br />/TD Transit Oriented Overlay Zone Development Standards. For purposes of <br />determining the percent of site frontage, the building or enhanced pedestrian <br />space shall be within 15 feet of the street. <br />(4) Standards Review. All development in the /ND overlay zone shall be subject <br />to standards review pursuant to EC 9.8460 to 9.8490. <br />(5) Adjustments. An adjustment to any of the standards in this section maybe <br />made for /ND parcels with no alley access or with physical or legal constraints <br />pursuant to the criteria beginning at EC 9.8015 of this land use code. <br />/PD Planned Unit Development Overlay Zone <br />9.4300 Purpose of /PD Planned Unit Development overlav Zone. The /PD Planned Unit <br />Development overlay zone is intended to achieve all of the following: <br />(1) Provide flexibility in architectural design, placement and clustering of buildings, <br />use of open space and outdoor living areas, and provision of facilities for the <br />circulation of automobiles, pedestrians, bicycles, and mass transit, parking, <br />storage, and other considerations related to site design. <br />(Z) Promote an attractive, safe, efficient, and stable environment that incorporates a <br />compatible variety and mix of uses and dwelling types. <br />(3) Provide for economy of shared services and facilities. <br />(4) Encourage the construction of a variety of housing types at price ranges <br />necessary to meet the needs of all income groups in the city. <br />(5) Enhance the opportunity to achieve higher densities. <br />(6) Preserve natural resource areas. <br />9.4310 Applicability The /PD overlay zone applies to all property where /PD is indicated <br />on the Eugene overlay zone map, or when the PUD process is required by an adopted <br />refinement plan. The PUD process may also be used at the request of the property <br />owner. The provisions of the /PD overlay zone supplement those of the applicable <br />base zone or special area zone. Where the overlay zone and base zone or special area <br />zone provisions conflict, the more restrictive requirement applies.. Within the /PD <br />overlay zone, applications for development permits shall not be accepted by the city <br />for development until the development is approved according to the PUD procedures <br />beginning at EC 9.5300 Purpose of Planned Unit Development. <br />/SR Site Review Overlay Zone <br />9.4400 Purpose of /SR Site Review Overla y Zone.
