safety for traffic ingress and egress, and safety of pedestrian and vehicular <br />traffic on the site. In no case shall two -way and one --way driveways be <br />less than 20 feet wide and 12 feet wide respectively. Up to 2 existing <br />parking spaces serving an existing one- or two - family residence are not <br />included in the total number of spaces at the time of redevelopment, if the <br />existing spaces are in a different location than new parking spaces and the <br />one- and two- family residences will remain on the development site. <br />(b) No service drive is required for parking spaces located along alleys. <br />(6) Surfacing and Bumpers. <br />(a) All parking areas that contain 3 or more parking spaces, access aisles, <br />service drives, or loading areas on a development site, except those in <br />conjunction with one - family or two-- family residences, shall have a <br />durable, dust -free surfacing of asphaltic concrete, Portland cement <br />concrete or other approved materials. Other approved materials may <br />include pervious paving materials. <br />(b) Areas on a development site used for the outdoor sale of vehicles are <br />required to be paved, except for areas used for the sales or storage of <br />tracked heavy equipment, mobile homes, or manufactured homes. A <br />paved access aisle a minimum of 12 feet in width is required adjacent to <br />all unpaved long -term vehicle storage spaces. <br />(c) All parking areas that contain 3 or more parking spaces on a development <br />site or have outdoor vehicle sales, except those required in conjunction <br />with a 1 family or 2 family dwelling, shall provide a substantial bumper at <br />least 2 feet from the protected area that will prevent vehicles from <br />encroachment on abutting property or into required landscape beds or <br />required pedestrian paths. <br />9.6430 Shared Off - Street Parkin. When 2 or more uses share common parking facilities, <br />the total number of parking spaces required shall be the sum of spaces required for <br />those uses individually unless an adjustment is authorized pursuant to the criteria of <br />EC 9.8030(10)(c) of this land use code. <br />9.6435 Special Event Permanent Parking Facilities <br />(1) Applicability. Special event parking provisions shall be applied only to parking <br />lots in the PL Public Land zone with 1000 or more spaces on which special <br />events such as fairs, equipment displays, and community festivals are regularly <br />scheduled. <br />(2) Professional Coordinator and Design Team. A professional coordinator, <br />licensed in the State of Oregon, to practice architecture, landscape architecture <br />or engineering, or an American Institute of Certified Planners member in good <br />standing shall ensure that required plans are prepared and executed. The <br />professional coordinator shall also be the liaison between the applicant and the <br />city.
