If a sign permit application is not <br />determined complete b the city within 180 days of submittal it shall expire. <br />p y ty y p <br />(3) when required, the applicant shall submit proof that work will be done by a <br />contractor licensed in compliance with local or state law to perform the <br />specialized tasks required for construction of the proposed sign. <br />9.6635 Aoproval of Permit Annlication. <br />(1) The building and permit services manager shall approve a sign permit upon <br />finding that the applicant has met all requirements of the sign standards. <br />(2) No permit shall be approved for the construction of a sign where the applicant <br />or business occupant intending to use the proposed sign presently owns or uses a <br />nonconforming sign in conjunction with a business located at the development <br />site proposed as the location of the new sign. <br />(3) No permit shall be issued for a use which is not allowed in the zone in which the <br />development site is located. <br />(4) An approved sign permit shall expire 184 days after the applicant has been <br />notified of the permit approval unless the applicant has paid all fees and the <br />approved permit has been issued to the applicant. <br />(5) Unless the permit holder requests an extension of the permit and demonstrates <br />good cause for such an extension, a sign permit shall expire if the sign <br />construction or other work authorized by a sign permit is not completed within <br />180 days after the date of issue. <br />(6) No sign construction shall be considered finally complete until the permit holder <br />has notified the city that work is finished and the city has inspected the sign and <br />is satisfied that the sign construction has been completed in conformity with the <br />approved plans and otherwise complies with the sign standards. <br />(7) If a permit is denied, the applicant shall receive a notice of denial in writing, <br />setting forth the reasons for the denial. <br />(S) A decision granting or denying a sign permit may be appealed to a hearings <br />official. Appeals are processed according to other Type H applications <br />beginning at EC 9.7200 General Overview of Type II ADDlication Procedures. <br />The decision of the hearings official is final. <br />9.6640 General Provisions <br />(1) - Compliance with the Uniform Building Code. All signs requiring a <br />development permit shall be constructed in accordance with the State of Oregon <br />Structural Specialty Code in effect at the time of permit application submittal. <br />(2) Limitation of Sign Types. All signs not expressly permitted under the sign <br />standards or exempt from regulation in accordance with EC 9.6610 Exemptions <br />to Sign Stand_ ands are prohibited. <br />(3) Calculation Standards.
