natural resource. <br />Public Accessway. A publicly owned or controlled interconnecting paved way that <br />provides pedestrian and/or bicycle passage. <br />Public Notice. A description of a land use proposal, application, decision, or permit <br />that is provided to inform citizens of a development proposal in the process of being <br />reviewed by city staff or city officials, or of a land use decision or permit that has <br />been approved by city staff or city officials. <br />Public Way. Any street, road, alley, right -of -way, pedestrian or bicycle easement or <br />accessway, or utility easement for public use that is controlled by the city, county, or <br />state. <br />Rare Plants. Any plant species which are listed or officially proposed to be listed on <br />adopted local, state or federal "Rare, Threatened or Endangered Species" lists. <br />Readerboard Sign. A sign with a sign face of less than 200 square feet, or a portion <br />of any such sign, on which characters, letters, or illustrations can be changed or <br />rearranged manually without otherwise altering the surface of the sign. <br />Reconfiguration of Lots or Parcels. Changes to legal lot lines that result in any of <br />the following; <br />(A) Creation of an additional lot or parcel; <br />(B) More than 2 changes to any of the boundaries of an individual lot or parcel <br />within 1 calendar year; <br />(C) A change in the size of a lot or parcel by more than 200 percent; <br />(D) Creation of substandard public facilities or services, including, but not limited <br />to, streets (access and widths), access easements, and public utility easements; <br />or <br />(E) A change in the number of platted lots and parcels. <br />Recreational vehicle. A vehicle with or without motive power that is designed for <br />human occupancy and to be used temporarily for recreational, seasonal or emergency <br />purposes, and that has a gross floor area not to exceed 400 square feet in set up mode. <br />Recycling- Composting Facility. Activities requiring a general permit from the <br />Department of Environmental Quality that produce more than 2,000 tons in a calendar <br />year for green feedstocks and more than 5,000 tons in a calendar year for yard debris <br />and wood waste only. <br />Recycling -Large Collection Facility. A facility occupying an area of more than <br />1,000 square feet, that may include permanent structures, primarily designed for the <br />Ordinance - 31 <br />
