(d) Promote neighborhood- oriented commercial facilities and community <br />commercial areas rather than additional major retail centers. (Policy 11) <br />(e) Concentrate development in existing commercial areas to minimise traffic <br />impacts on the rest of the city. (Policy 12) <br />(f) Reduce congestion on commercial developed streets (strip commercial <br />areas). (Policy 13) <br />(g) Encourage transportation alternatives to automobile use. (Policy 14) <br />(h) Improve the quality of planning for commercial traffic imp acts. (Policy <br />15) <br />(i) Take steps to address the underlying goal in the Metro Plan to have viable <br />neighborhood commercial uses that meet the needs of nearby residents and <br />reduce the use of the automobile. (Policy 16) <br />(2) Central/University Subarea. <br />(a) Recognize that additional commercial development will occur primarily <br />through redevelopment of existing commercial sites. (Policy 17) <br />(3) Willakenzie Subarea. Identify appropriate areas within the Willakenzie <br />subarea to accommodate office development and address neighborhood <br />commercial needs. In identifying commercial sites, evaluate impacts on traffic <br />patterns and surrounding land uses. (Policy 18) <br />(4) West Subarea. <br />(a) Consider commercial land in the West Eugene subarea to accommodate <br />both neighborhood commercial needs and those of the larger community. <br />In siting additional commercial land, evaluate impacts on traffic patterns <br />and surrounding land uses. (Policy 19) <br />(b) Retain the floating node indicated on the Plan Diagram south of West 18 <br />Avenue between Bailey Hill and Chambers Street. (Policy 20) <br />(5) South Subarea. <br />(a) Consider downtown as the commercial service area for South Eugene. If a <br />new area for medium - density residential development is established in <br />South Eugene, additional general commercial land maybe created with the <br />housing. (Policy 21) <br />(b) Further strip commercial activity along Willamette Street will be <br />discouraged. Strip commercial is defined as commercial facilities which <br />are largely oriented to automobile traffic, such as retail uses found int he <br />G2 General Commercial District. Small-scale General Office District <br />developments are not considered strip commercial. (Policy 22) <br />(6) River Road/Santa Clara Subarea. Recognize that the commercial sites <br />designated in the River Road/Santa. Clara Urban Facilities Plan provide <br />adequate commercial supply for the area Consider additional commercial land <br />in the vicinity of the Chambers Connector if needed to address community <br />commercial needs.
