(Policy 4)] <br />(4) Traffic Circulation Policies. <br />(a) The Department of Motor Vehicles site shall continue to gain access from <br />Walnut Avenue and not from Franklin Boulevard. (Policy 1) <br />(b) The adverse effects of motor vehicle movement shall be mitigated as much <br />as possible. (Policy 2) <br />(c) Primary vehicular access to the Oregon Department of Transportation <br />Land should nLnimize impact on nearby residences and Fairmount Park. <br />(Policy 3) <br />(d) Traffic management techniques shall continue to be used and new <br />techniques developed to reinforce the idea of a hierarchy of streets in the <br />plan area. Some streets shall combine their local, collector, or arterial <br />function with a role as primary pedestrian or bicycle ways. The use of low- <br />volume, local neighborhood streets for through movements by truck and <br />heavy construction equipment shall be discouraged. (Policy 4) <br />(5) Parking Policies. <br />(a) Steps shall be taken to gain better use of existing off -street parking areas <br />and to discourage long -term storage of vehicles on the street. (Policy 1) <br />(b) The adverse effects of motor vehicle parking shall be mitigated as much as <br />possible. (Policy 3) <br />(c) Parking systems adopted for any area within the special study area should <br />avoid creating parking problems for any other area or land use of the <br />Fairmount Neighborhood. (Policy 4) <br />(6) Bicycle and Pedestrian Policies. <br />(a) When the Department of Transportation lands are developed in the future, <br />consideration shall be given to realigning the 15' Avenue bicycle path in <br />the vicinity of those lands and making it more attractive. (Note: If the <br />bicycle path is realigned, the City shall require an easement for the path to <br />ensure its permanence in the future.) (Policy 1) <br />(b) Existing and future businesses shall be encouraged to provide safe and <br />covered bicycle parking for employees and patrons. (Policy 3) The use of <br />bicycles, mass transit, walking, carpooling, and other appropriate <br />alternative modes of transportation, especially by employees working in <br />the plan area, shall be actively encouraged and provided for in order to <br />reduce automobile dependence and alleviate traffic and parking problems. <br />(Policy 4) <br />9.9580 Jefferson/Far west Refinement Plan Policies <br />(1) Land Use Element, General. Use the Land Use Diagram and the <br />accompanying text along with other policies in the Jefferson/Far west <br />Refinement Plan and applicable City goals, policies, and plans to provide policy <br />direction for public decisions made affecting the area.
