When a covered employee has been notified that he/she has been selected for testing, <br />he /she must report immediately to the collection site designated by the City. The <br />follow -up test must, in all cases, be a negative test. Cancelled and invalid tests will <br />require a submission of a second sample for drug testing. <br />2.3 Drug Testing Procedures <br />See Part 7 for specific drug information. Drug testing will be conducted using laboratory testing <br />of urine specimens for the following drugs: <br />• Marijuana Metabolites • MDMA (aka. Ecstasy) — Effective Oct. 1, 2010 <br />• Cocaine Metabolites • Initial testing for Heroin — Effective Oct. 1, 2010 <br />• Opiate Metabolites <br />• Phencyclidine <br />• Amphetamines <br />Effective October 1, 2010, the DOT requires additional testing for MDMA , initial testing <br />for heroin, and lowering cutoff levels for cocaine and amphetamines. All urine specimens <br />will be collected at a site designated by the City of Eugene, which meets guidelines established <br />by DOT under 49 CFR Part 40, as revised. Collection site personnel will be responsible for <br />maintaining the integrity of the specimen collection and transfer process and for protecting the <br />dignity and privacy of the covered employee providing the sample. The process includes <br />separating the specimen into two bottles and sealing them in the employee's presence. <br />Chain of custody procedures, using DOT urine custody and control forms, will be used <br />throughout the collection and analysis process to ensure test results will be attributed to the <br />correct covered employee. DOT's urine CCF (Custody and Control Form) documents the chain <br />of custody and is legal evidence that reported test results apply to the donor. <br />2.4 Observed Collection <br />Under some circumstances an observed collection may be required. The observer must be the <br />same gender as the employee. Refusal to allow a direct- observation collection is considered a <br />refusal -to -test. A covered employee who refuses to submit to a drug or alcohol test will be in <br />violation of this policy and may be subject to discipline, up to and including discharge. <br />The collector must do a direct observation if: <br />• The specimen temperature is out of range, or <br />• The collector identifies a clear attempt to tamper with the specimen. <br />City of Eugene Page 2 -6 DOTtFMCSA Drug & Alcohol Policy <br />September 2010 - Information Packet <br />
