Drug and Alcohol Testing Laboratory for Non - Represented Employees <br />The City shall select a certified laboratory or laboratories that can demonstrate <br />experience and capability in quality control, documentation, chain of custody, technical <br />expertise, and proficiency in urine and blood analysis. <br />Grounds for Testing <br />A. Random testing of any kind is prohibited except as specified in this policy, under <br />Definitions, E and F and under the Federally Required Drug Testing for <br />Employees policy. <br />B. Employees may be required to submit to drug or alcohol testing if reasonable <br />suspicion exists that an employee is under the influefl of drugs or alcohol. <br />Testing Mechanisms <br />The following testing mechanisms shall be used for any testy Ik) hol or drugs <br />performed on employees. 1 1116 I ����111Illii, <br />A. Any urine screening for drugs shall be "performd by t e Ose of 66 enzyme <br />immunoassay test (EMIT) and confirmed by the sec - Gas, ChromatographyJ <br />Mass Spectrometry (GC /MS). <br />B. Alcohol tests may include standardized impairment tests, breath tests, and /or <br />standard laboratory blood analysis. <br />Procedures Used When a Urine Sa �" le is Given <br />The following procedure shall be used ever an employee is requested to give a <br />urine sample: "��I <br />Ilp <br />A. The emplo�' ill be transported asp oon as possible to the City's contracted <br />occupationi�N rvices provider's office during normal business hours or to <br />the City's de nat 1 �,uring non - business hours. The test shall be given <br />in such a man k,! top ., Ifthe chain of custody of the sample and the privacy <br />of the individual � eP <br />B. At the time of testing the employee will be required to list all prescribed drugs <br />and over - the - counter drugs currently being used. Prescribed drugs listed will be <br />substantiated by written communication from the attending physician. <br />C. Immediately after the sample is given, it will be divided into two equal parts. <br />Each of the two portions of the sample will be separately sealed, labeled, and <br />stored in a secure and refrigerated atmosphere. Both of the samples will then be <br />delivered to the health provider's designated testing laboratory. If the test is <br />positive, both samples will be held by the laboratory for one year and then <br />destroyed. If the test is negative, both samples will be held for seven days and <br />then destroyed. <br />
