The city should create an environment of beauty for its people, not merely by <br />a program of prettification, but by following plans which emphasize our natural <br />resources of beauty and which prevent the 'destructi on of these resources by <br />di sorgarfi zed development, clutter, sprawl, and other enemies of beauty. We <br />should strive for the beauty that is provided by the harmonious relationship <br />of parts': natural topographical features, parks and parkways, l iving areas , <br />working areas, arterial systems, peripheral open spaces. <br />2. We should be beauty- consci ous and should require developers, o0ners an tenant3 <br />of residential, commercial, and industrial property to direct their efforts toward <br />our noal of achieving a beauti fill city. <br />3.
