Neighborhood Livability Working Group <br />SECTION VI: POTENTIAL NEW STRATEGIES TO IMPROVE LIVABILITY <br /> <br />The Working Group has identified 14 potential strategies to improve livability. The list includes a variety of <br />approaches that rely on a mix of education, incentives, regulation, enforcement and local initiative to encourage <br />good neighbor behavior, prevent and reduce criminal activity and encourage home ownership. Instead of seeking <br />consensus on each strategy, the Working Group agreed to present them with outstanding issues, and clearly <br />identified concerns (see Issues to Consider section for each strategy). Two strategies considered by the Working <br />Group are not included on the list (Modify/Expand the Rental Housing Program and Require Onsite Managers at <br />Rental Properties) due to strong stakeholder opposition. The list may be modified as the Working Group continues <br />to discuss and consider stakeholder concerns. <br /> <br />The Working Group did not go through a formal prioritization process for the strategies. An attempt was made to <br />of each strategy (see Appendix D). The results <br />provide some insight into which id <br />Working Group members participated in this process and results may change as the group continues to learn more <br />about each proposal. The two strategies that rose to the top and were unanimously believed would be highly <br />effective at addressing impacts to overall livability (noise, public drunkenness, vandalism, etc.) and personal safety <br />were Enhance Police Resources and expanded jurisdictional authority of an Oregon Police Department in near <br />campus neighborhoods. <br /> <br /> <br /> <br />18 <br />Page <br /> <br />
